ETR is a non-profit organization committed to improving health outcomes and advancing health equity for youth, families, and communities. ETR embraces the purposeful inclusion of all people as a means to honor and respect differences, and to elevate the strengths brought by diversity of experience, perspective, and expertise.

Its multidisciplinary staff work to transform outcomes in these core areas - HIV, Sexual & Reproductive Health, Alcohol, Tobacco & Other Drugs, School-Based Health & Wellness, and Equity & Inclusion in STEM. ETR’s philosophy is based on bringing research to practice. For over 30 years, it has been at the forefront of developing, implementing, evaluating, and disseminating science-based resources to advance health and opportunities for youth, adults, and communities.

Challenge

ETR receives funding from the Centers for Disease Control and Prevention (CDC) to build eLearning tools to train the HIV workforce across the United States. As part of the CDC’s Capacity Building Assistance Provider Network, ETR is committed to building courses that will effectively train healthcare providers on HIV (prevention, diagnosis, and treatment) and the nuances of working with clients.


Effectively, ETR wanted to:

  • Build asynchronous, eLearning courses to educate healthcare professionals across the United States
  • Develop the courses using an authoring tool
  • Host the approved courses and curriculum on CDCTrain, the CDC’s learning platform
  • Achieve 508 compliance with the highest level of accessibility to all

ETR was essentially looking to partner with an eLearning company that understood these challenges and limitations. Further, the partner must be able to quickly build these courses that would meet federal guidelines. Ideally, the eLearning partner must have the resources, the expertise, and the organizational structure to work in fast-paced environments and be responsive. 

Strategy & Solution

ELB Learning was chosen as ETR’s eLearning partner to specifically address these requirements. The key features of the proposed solution by ELB Learning are:

  • Build all new courses in Lectora, an award-winning eLearning authoring tool, to create interactive eLearning and track results.
  • Update older courses that were built by previous vendors. 
  • Translate courses to Spanish, for accessibility and to cater to a larger audience.
  • To engage learners and help them retain critical information, include interactivities in the course such as knowledge checks, “click-to-reveal” features, imagery, and branching scenarios.

The first course that ETR and ELB built together is one intended to help learners understand social determinants of health — what they are and how they work in the context of HIV prevention and care. The course, titled “Addressing Social Determinants of Health for HIV Prevention and Care, has been successfully created and delivered and is now hosted on CDC Train for healthcare professionals to access. 

ELB Learning is now working with the client on more courses to meet the needs of the HIV workforce. Some of the other courses being built are Anti-Retroviral Treatment and Access to Services (ARTAS) and Building and Strengthening Syringe Services Programs. Some of these courses use short demonstration videos and audio quotes to create a more engaging and dynamic learning experience for a diverse audience.
